一项要求国会议会研究伊斯兰恐惧症(Islamophobia)的动议(Motion)受到众人关注，并引发网络关注，有些误导人们，让他们认为：在加拿大批评伊斯兰教将成为非法。该项名为Systemic racism and religiouse discrimination，代号为M-103的动议内容(Text of the Motion)如下：
That, in the opinion of the House, the government should: (a) recognize the need to quell(弹压) the increasing public climate of hate and fear; (b) condemn Islamophobia and all forms of systemic racism and religious discrimination and take note of House of Commons’ petition e-411 and the issues raised by it; and (c) request that the Standing Committee on Canadian Heritage undertake a study on how the government could (i) develop a whole-of-government approach to reducing or eliminating systemic racism and religious discrimination including Islamophobia, in Canada, while ensuring a community-centered focus with a holistic response through evidence-based policy-making, (ii) collect data to contextualize hate crime reports and to conduct needs assessments for impacted communities, and that the Committee should present its findings and recommendations to the House no later that 240 calendar days from the adoption of this motion, provided that in its report, the Committee should make recommendations that the government may use to better reflect the enshrined rights and freedoms in the Constitution Acts, including the Canadian Charter of Rights and Freedoms. 属于非约束性动议(Nonbinding motion)的M-103，2016年12月初由自由党国会议员Iqra Khalid所提出，呼吁政府“谴责伊斯兰恐惧症和其他一切形式的系统性种族和宗教歧视”。同时，该动议还呼吁下议院遗产委员会(Heritage Committee)研究这个问题，并为如何打击该类歧视提出建议。目前，该动议已经得到近7万加拿大人请愿，强调“反穆斯林情绪在加拿大显著提升”，并呼吁政府行动。据加拿大统计局最新数字，在2012-2014年间，反穆斯林仇恨犯罪增加了一倍多。在最近魁北克市枪击案，6名穆斯林男子在清真寺祈祷时被杀，该动议更广受关注。
当然，另一种声音也在盛传！加拿大右翼媒体The Rebel将M-103动议视为“伊斯兰亵渎法(Islamic blasphemy laws)”。其网站警告民众说，“加拿大政府在准备让任何批评伊斯兰教的人沉默。”虽然政府将来有潜力起草立法，但M-103目前还不是一个法案(Bill)。即使通过M-103动案，也不能改变法典(Criminal code)。对此，美国最著名的反伊斯兰活动家之一Pamela Geller，在其网页发表文章，声称这项动议可能“创造一个伊斯兰国家(Create a Sharia state)”。
许多保守党和反穆斯林网页对次非约束性动议也提出了警示，纷纷表示在加拿大言论自由受到攻击。安省国会议员Kellie Leith，目前正在竞选联邦保守党党魁，批评M-103动议的根本，在于它是赋予一种宗教的“特权”。而在CItizengo.org网页上设置有抵制该动议(Stop the speech restrictive “anti-blasphemy” Motion M-103)的签名。
然而，该动议发起人Iqra Khalid表示，她对网络反应十分吃惊。她认为，“这不是立法(Legislation)，而仅是一项动议。”作为Mississauga-Erin Mills选区，第一次成为国会议员的Iqra Khalid说，“不幸的是，系统性的种族主义和宗教歧视，包括伊斯兰恐惧症，这是加拿大社区中一直存在的问题。”就拿她自己来说，一个“年轻、棕色，穆斯林裔加拿大妇女”，也面临过基于信仰的歧视。对于在加拿大创建伊斯兰国之说，Iqra Khalid一笑了之。她说，“假若是挑战我们的多元文化与和谐社会(Secular society)的法案或动议，我将是第一个站出来反对的人。相反，这个动案试图找到大家可以和睦相处的方式。”
